Hamza Boltaev, Senior Research Fellow at the Center for Afghanistan and South Asian Studies, took part as a speaker in the international webinar “Building Resilient Regional Architecture for ‘Blue Peace’: Water Diplomacy and Regional Climate Cooperation”. The event was organised by the International Institute for Regional and International Studies (IIRIS) in collaboration with the Center of Pakistan and International Relations (COPAIR).
The webinar brought together scholars, policymakers, diplomats and researchers from Uzbekistan, Singapore, Venezuela and Pakistan to discuss the role of water diplomacy in addressing regional water challenges and strengthening climate resilience. The discussions focused on transboundary water governance, sustainable development, regional cooperation and peacebuilding.
In his remarks, Hamza Boltaev addressed the importance of cooperative approaches to water security, particularly in regions where shared water resources are closely linked to political stability, economic development and climate adaptation. He underlined that water should be viewed not only as a potential source of competition, but also as a platform for dialogue, trust-building and regional cooperation.
The event highlighted the growing relevance of “Blue Peace” as a concept aimed at transforming water-related challenges into opportunities for collaboration. Through expert exchange and international dialogue, the webinar contributed to broader discussions on climate security, sustainable resource management and regional stability.
