Project: Building Institutional Capacity for Sustainable Futures: A Pathway to Competitiveness in Central Asia and Beyond

Grant: “Modernizing Uzbekistan National Innovation System (MUNIS)” PRIM (USD 195,600; Dec 2024–Dec 2025)

 

The Institute for Advanced International Studies (IAIS) at the University of World Economy and Diplomacy has received a PRIM grant under the MUNIS Project of the Agency for Innovative Development. This initiative supports Uzbekistan’s long-term strategy for a market-oriented national innovation system, as outlined in the Concept of Uzbekistan Science Development until 2030. Through the grant, IAIS is strengthening its capacity in sustainable development, diplomacy, trade and energy policy, aiming to become a regional leader in research and policy solutions.

 

Assignment Objective

IAIS seeks an Individual Consultant to design, implement, and institutionalize a robust Performance Monitoring & Evaluation (M&E) System for its staff, including delivery of a two-day in-person training workshop (tentatively from 20 June 2025 to 20 August 2025).

 

Scope of Services & Deliverables

  1. Performance Evaluation Framework
  • Develop a comprehensive staff performance evaluation framework.
  • Define clear Key Performance Indicators (KPIs) and evaluation criteria for all roles.
  • Establish reporting timelines and approval processes for performance reviews.
  • Present the framework to management, incorporate feedback, and finalize.
  1. Evaluation Tools & Templates

Design at least three standardized tools:

  • Self-assessment forms
  • Manager evaluation templates
  • Peer feedback forms

Ensure all tools are user-friendly, aligned with the framework, and adaptable to different staff categories

  1. Staff Training on M&E System
  • Prepare training materials and detailed user guides.
  • Deliver workshop sessions (totaling four days) to ensure 100 % staff participation.
  • Cover topics such as goal setting, progress tracking, and effective feedback provision.

 

Expected Results

  • A fully operational performance evaluation framework with clearly defined KPIs.
  • Standardized, user-friendly evaluation tools tailored to various staff categories.
  • Comprehensive staff training completed, enabling consistent use of the M&E system and fostering a culture of continuous improvement.

 

Consultant Profile

  • Academic Credentials: PhD (or equivalent) in Law, Public Policy, Organizational Studies, Political Science, or related discipline.
  • Technical Expertise: Proven experience designing performance frameworks, accountability mechanisms, and KPIs; strong analytical and evaluation skills.
  • Capacity Building: Demonstrated ability to develop and deliver workshops and training materials for diverse professional audiences.
  • Regional Knowledge: Familiarity with governance and institutional contexts in Central Asia or comparable regions.
  • Communication: Excellent written and verbal English; ability to translate complex concepts into practical tools.
  • Advisory Experience: Prior collaboration with international organizations, development agencies, or governments on governance, legal reform, or public sector performance.

 

Payment Schedule:

Delivery of the framework and action plan: 20 %

Completion of evaluation tools and instruments: 40 %

Delivery of training sessions: 40 %
