Call for Individual Consultancy: Training on Policy Analysis

The Institute for Advanced International Studies (IAIS) at the University of World Economy and Diplomacy invites qualified consultants to submit proposals for a training on policy analysis, to be delivered under the $195,600 grant PRIM grant awarded by the “Modernizing Uzbekistan National Innovation System (MUNIS)” project. This assignment forms part of IAIS’s institutional modernization plan, “Building Institutional Capacity for Sustainable Futures: A Pathway to Competitiveness in Central Asia and Beyond”. This four-day, in-person workshop will equip IAIS researchers and staff with analytical frameworks, practical tools, and real-world case studies to strengthen evidence-based decision-making in Uzbekistan’s reform agenda

 

To be considered, applicants must hold an advanced degree (Master’s or PhD) in Public Policy, Economics, Political Science, International Development or a closely related field, with at least ten years of professional experience in policy analysis, research or governance advisory — ideally within Central Asia or transition economies. A demonstrable track record of designing and delivering policy analysis training programs for government agencies, research institutes or international organizations is essential. The consultant must possess strong technical expertise in policy cycle frameworks, impact assessment, stakeholder and political-economy analysis, and evidence-based policymaking. Familiarity with Uzbekistan’s reform agenda and governance environment will be regarded as a significant asset. Excellent facilitation skills and experience engaging diverse audiences (researchers, policymakers, civil servants) are required, alongside proven ability to produce high-quality policy briefs, reports and recommendations.

 

The consultant will report to the IAIS Project Manager (or a designated staff member), submitting periodic progress reports and, upon completion, a comprehensive final report accompanied by a duly executed Act of Work Performed. The contract is scheduled from 20 June 2025 to 20 October 2025, during which the consultant will deliver the four-day workshop. Extensions may be considered based on performance and evolving needs.

 

Payments will be disbursed against approved deliverables: 20 per cent upon delivery of curriculum and materials; 30 per cent following completion of the training sessions; 20 per cent after submission of templates and analytical tools; and the remaining 30 per cent upon approval of the final report. All submissions must be accompanied by a signed Act of Execution and a valid invoice.

  • A detailed curriculum vitae;
  • Samples of relevant work or professional references;
  • A methodology statement and draft work plan, demonstrating how the consultant will meet the scope of services;
  • A financial proposal, clearly outlining fees and any associated costs.

 

Incomplete or late applications will not be considered. Selection will be based on technical expertise, relevant experience, methodological soundness, and cost-effectiveness.
