Call for Consultancy Services – Implementation of Document Management System at IAIS

The Institute for Advanced International Studies (IAIS) at the University of World Economy and Diplomacy, in partnership with the Ministry of Higher Education, Science, and Innovations under the “Modernizing Uzbekistan National Innovation System (MUNIS)” Project, is pleased to invite qualified consulting firms to submit proposals for the design, deployment and training of a comprehensive Document Management System (DMS). This assignment is funded through the Public Research Institutes Modernization (PRIM) grant, amounting to USD 195,600, awarded for the period December 2024–December 2025 under Subcomponent 1.3 of the MUNIS Project.

 

Background and Objectives

Under its institutional modernization plan, “Building Institutional Capacity for Sustainable Futures: A Pathway to Competitiveness in Central Asia and Beyond”, IAIS seeks to strengthen its digital infrastructure and staff capabilities to address critical challenges. The primary objectives of this consultancy are to:

  • Implement a secure, user-friendly DMS tailored to IAIS’s document workflows and data-security requirements;
  • Conduct comprehensive staff training to ensure effective adoption and ongoing utilization of the system;
  • Establish performance analytics to monitor usage, efficiency and staff engagement.

 

Scope of Services

The selected consultant will be responsible for:

  • Assessment and Planning: Evaluating current document-management practices, defining technical requirements and developing a detailed implementation roadmap.
  • System Design and Development: Customizing a scalable DMS with version control, advanced search, role-based access and collaboration tools.
  • Deployment and Integration: Installing the DMS within IAIS’s IT environment, integrating with existing applications, and conducting rigorous system testing.
  • Training and Capacity Building: Delivering two in-person workshops (introductory and advanced) and producing user manuals, FAQs and video tutorials.
  • Analytics and Reporting: Implementing a dashboard to track key metrics (upload frequency, search performance, system uptime) and providing regular progress reports.

 

Deliverables and Timeline

Over a four-month contract (20 June–20 October 2025), the consultant will deliver:

  1. Needs Assessment Report (Weeks 1–2)
  2. Detailed Implementation Plan (Weeks 3–4)
  3. Fully Functional DMS (Weeks 5–9)
  4. Integrated System Testing (Weeks 9–12)
  5. Training Curriculum and Workshops (Weeks 12–15)
  6. User Support Materials and Analytics Dashboard (Week 15)
  7. Final Project Report (Week 16)

 

Submission Guidelines

Interested firms with a proven track record in DMS development, enterprise content management, and staff training are invited to submit:

  • Company profile and relevant references (excluding individual staff details)
  • Methodological approach and detailed timeline
  • Financial proposal
