The Institute for Advanced International Studies (IAIS) at UWED has been awarded a $195,600 PRIM grant under the “Modernizing Uzbekistan National Innovation System (MUNIS)” project (Subcomponent 1.3). Aligned with Uzbekistan’s Science Development Concept until 2030 (Presidential Decree PF-6097 of 29 October 2020), this grant supports IAIS’s institutional modernization plan: “Building Institutional Capacity for Sustainable Futures: A Pathway to Competitiveness in Central Asia and Beyond”. Through this initiative, IAIS seeks to bolster its ability to produce high-impact research and policy guidance on sustainable development, climate and water diplomacy, energy transition, and international trade as Uzbekistan progresses towards WTO accession.

 

Objective

This consultancy aims to design and deliver a comprehensive Resource Mobilization Training program that will enable IAIS staff to:

  • Develop strategic approaches to grant writing and donor engagement
  • Construct effective fundraising models and resource-tracking frameworks
  • Plan, execute and monitor projects in line with international best practices

By strengthening these capacities, IAIS will institutionalize a culture of sustainable fundraising and ensure long-term policy influence.

 

Scope of Services

The selected consultant will be responsible for:

  1. Curriculum and Materials Development
  • Crafting detailed training modules (presentations, case studies, toolkits) on resource mobilization principles and project management fundamentals
  • Producing a comprehensive training manual and user-friendly templates for ongoing reference
  1. Training Delivery on:
  • Resource mobilization cycle, donor mapping and engagement strategies
  • Proposal writing and report development aligned with donor expectations
  • Project planning, execution, monitoring and evaluation techniques
  • Leading practical exercises, group discussions and role-plays to reinforce learning
  1. Tools and Templates Provision
  • Designing proposal and budgeting templates, resource tracking spreadsheets, Gantt charts and risk management frameworks
  • Coaching participants on the application of these tools to live organisational scenarios

 

Expected Outcomes

Upon completion, participants will be able to:

  • Formulate and implement tailored resource mobilization strategies
  • Write competitive grant proposals and donor reports
  • Utilise project management tools for efficient planning and monitoring

 

Applicants must demonstrate:

  • Advanced degree (Master’s or PhD) in social sciences, international relations, public administration, business management or related field
  • At least five years of progressive experience in grant writing, donor relations and project management at national and international levels
  • Proven track record in designing and delivering capacity-building initiatives in resource mobilization
  • Excellent English communication skills, both written and oral

 

Contract Duration: Two months (tentatively 20 June – 20 August 2025)

 

Payment Milestones:

Curriculum and Materials Development – 20%

Training Delivery – 30%

Tools and Templates Provision – 20%

Final Report and Act of Work Performed – 30%
