The Institute for Advanced International Studies at the University of World Economy and Diplomacy hosted a presentation of the final report on the development and implementation of a personnel performance monitoring and evaluation system as part of the IAIS institutional modernization plan under the PRIM grant program of the project “Modernization of the National Innovation System of Uzbekistan (MUNIS)” project of the Agency for Innovative Development with the support of the World Bank. The results were presented by Dr. Rustam Urinboev and the international consultant of the project Prof. Timur Dadabaev.
The report records the key results: an institutional framework for evaluating work performance has been established, transparent KPIs have been defined for each job category, standardized tools have been developed, and regulations for conducting regular evaluation cycles have been prepared. The system aims to improve the effectiveness of the Institute’s research and organizational activities and strengthen the culture of evidence-based management.
The expected effect of the implemented system is uniform and clear rules for setting goals and providing feedback, comparability of indicators across departments, regular progress reviews, and personalized employee development. According to the report, the Institute will move to a cyclical assessment of results, which will allow it to systematically improve the quality of research, publication activity, project and expert work, as well as strengthen external partnerships through measurable accountability and transparency of processes.
